1. Chủ trương tổ chức các Trường Văn hóa Công an nhân dân

Gương mẫu đi đầu thực hiện Nghị quyết Đại hội Đại biểu toàn quốc lần thứ XIV, Nghị quyết số 71 của Bộ Chính trị về đột phá phát triển giáo dục và đào tạo; quán triệt sâu sắc chỉ đạo của đồng chí Tổng Bí thư, Chủ tịch nước Tô Lâm: “Bộ Công an chủ động, tích cực triển khai hỗ trợ đối với người yếu thế, trẻ em bị bỏ rơi... góp phần bảo đảm an sinh xã hội”, Đảng ủy Công an Trung ương đã ban hành Kế hoạch công tác công an bảo đảm an ninh, an toàn gắn với an sinh xã hội, hỗ trợ người yếu thế phục vụ xây dựng, phát triển đất nước giai đoạn 2026-2030 và những năm tiếp theo. Trong đó, chỉ đạo triển khai hết sức kỹ lưỡng, bài bản, nghiêm túc, khẩn trương chủ trương tổ chức các Trường Văn hóa Công an nhân dân.

2. Mục tiêu ra đời của Trường Văn hóa CAND V

Trường Văn hoá Công an nhân dân V (thuộc Công an thành phố Hồ Chí Minh) ra đời nhằm nuôi, dạy, bảo đảm an toàn, giúp trẻ em có hoàn cảnh khó khăn có cơ hội công bằng trong phát triển, học tập, phấn đấu trở thành những công dân tốt; đóng góp xây dựng nguồn nhân lực chất lượng cho công cuộc xây dựng, phát triển đất nước.

Thông qua mô hình này góp phần thực hiện chính sách ưu việt của Đảng, Nhà nước ta trong sự nghiệp xây dựng và bảo vệ Tổ quốc; cụ thể hóa tư duy, nhận thức mới của Đảng về bảo vệ an ninh quốc gia, tạo tiền đề vững chắc xây dựng xã hội trật tự, kỷ cương, an toàn, lành mạnh, văn minh, hài hòa, phát triển; xây dựng khối đại đoàn kết toàn dân tộc; đồng thời thể hiện cao nhất tinh thần thi đua Ba Nhất: “Kỷ luật nhất - Trung thành nhất - Gần dân nhất”; gia tăng đóng góp hiệu quả, thực chất của lực lượng Công an trong phát triển kinh tế - xã hội.

3. Vị trí pháp lý và đặc trưng của nhà trường

Trường Văn hóa CAND V là đơn vị sự nghiệp công lập trong CAND, thuộc hệ thống giáo dục phổ thông quốc gia; dưới sự hướng dẫn, quản lý chuyên môn của Sở Giáo dục và Đào tạo TP Hồ Chí Minh; đồng thời có những đặc trưng như sau:

(1) Nuôi, dạy nội trú liên cấp

Trường thực hiện đồng thời các nhiệm vụ nuôi, dạy nội trú từ Tiểu học đến Trung học phổ thông đối với các em học sinh là con em gia đình chính sách, trẻ em đồng bào dân tộc thiểu số có hoàn cảnh khó khăn, trẻ em bị bỏ rơi, lang thang, không nơi nương tựa, trẻ em thuộc diện đối tượng bảo trợ xã hội theo quy định của Chính phủ…

(2) Quản lý toàn diện và chương trình giáo dục đặc thù

Trường Văn hóa CAND V được Công an Thành phố Hồ Chí Minh quản lý trực tiếp, toàn diện; bên cạnh nhiệm vụ tổ chức giảng dạy chương trình giáo dục phổ thông quốc gia, nhà trường còn tổ chức chương trình giáo dục theo hướng dẫn của Bộ Công an như: giáo dục pháp luật, kỷ luật; kỹ năng sống, kỹ năng phòng chống tội phạm, giáo dục chính trị tư tưởng, truyền thống…

(3) An ninh, an toàn gắn với an sinh xã hội

Trường Văn hóa CAND V tổ chức các mặt công tác đảm bảo an ninh, an toàn, gắn với an sinh xã hội, hỗ trợ nhóm đối tượng yếu thế là trẻ em theo chỉ đạo, quy định của Đảng, Nhà nước và Bộ Công an.

1. Policy on organizing People's Public Security Cultural Schools

Exemplifying the implementation of the Resolution of the 14th National Party Congress and Politburo Resolution No. 71 on breakthroughs in education and training development; thoroughly grasping the direction of General Secretary and State President To Lam: “The Ministry of Public Security shall proactively and actively provide support for vulnerable people and abandoned children... contributing to ensuring social welfare”, the Central Public Security Party Committee issued the Plan on public security work to ensure security and safety in association with social welfare and support for vulnerable people in service of national construction and development for the 2026–2030 period and subsequent years. In that plan, it directed the thorough, systematic, serious and urgent implementation of the policy on organizing People's Public Security Cultural Schools.

2. Purpose of establishing People's Public Security Cultural School V

People's Public Security Cultural School V (under Ho Chi Minh City Public Security) was established to nurture, educate and ensure safety for children in difficult circumstances, giving them equal opportunities to develop, study and strive to become good citizens; and to contribute to building quality human resources for national construction and development.

Through this model, the School helps implement the Party and State's superior policies in the cause of national construction and defense; concretizes the Party's new thinking and awareness on safeguarding national security; lays a solid foundation for building an orderly, disciplined, safe, healthy, civilized, harmonious and developing society; strengthens the great national unity bloc; and at the same time fully embodies the “Three Foremost” emulation spirit: “Most disciplined – Most loyal – Closest to the people”; thereby increasing the Police force's effective and substantive contribution to socio-economic development.

3. Legal status and distinctive features of the School

People's Public Security Cultural School V is a public non-business unit within the People's Public Security, belonging to the national general education system; under the professional guidance and management of the Ho Chi Minh City Department of Education and Training; and has the following distinctive features:

(1) Boarding care and education across levels

The School concurrently performs boarding care and teaching from primary to upper secondary education for students who are children of policy families, ethnic minority children in difficult circumstances, abandoned, wandering or unsupported children, and children eligible for social protection as prescribed by the Government…

(2) Comprehensive management and specialized education programs

People's Public Security Cultural School V is directly and comprehensively managed by Ho Chi Minh City Public Security; in addition to delivering the national general education curriculum, the School also organizes education programs under the guidance of the Ministry of Public Security, including: legal and discipline education; life skills and crime prevention skills; political, ideological and traditional education…

(3) Security and safety associated with social welfare

People's Public Security Cultural School V carries out security and safety work associated with social welfare, supporting vulnerable children in accordance with the direction and regulations of the Party, the State and the Ministry of Public Security.
