1. Quotas and Target Candidates

1.1. Quotas

Total expected quota: 890 students

1.2. Target Candidates

• Children (biological or legally adopted) of disabled veterans or martyrs of the People's Public Security.
• Children (biological or legally adopted) of citizens recognized as martyrs who sacrificed their lives directly fighting against or preventing dangerous actions to society, or bravely executing urgent, dangerous duties for national security.
• Children (biological or legally adopted) of persons with meritorious services to the revolution, facing difficult circumstances, belonging to poor households, near-poor households, or households newly escaped from poverty/near-poverty according to the national multidimensional poverty standards for the 2026 - 2030 period within 05 years from being recognized as escaping poverty/near-poverty up to the time of applying for admission to the People's Public Security Cultural School (certified by the Commune People's Committee).
• Children in special circumstances under the Law on Children, including: orphans of both parents, abandoned children, helpless children, children forced to drop out of school to earn a living before completing universal education, children severely harmed physically or mentally due to violence, exploited children, sexually abused children, trafficked children, migrant children, refugee/asylum-seeking children whose parents are unidentified or who have no caregivers and are not yet protected or raised by social protection centers, or children at risk of health/mental abuse requiring emergency protection (certified by the Commune Police and Commune People's Committee).
• Children who are orphans of either father or mother, while the remaining parent does not directly raise them or no longer has the capacity to care for and raise them under the law (suffering from incurable diseases, mental illnesses, or other conditions losing the capacity to care for/raise children, certified by a competent medical facility; or remarried and not directly caring for or fulfilling obligations, currently being directly raised by grandparents, relatives, or other individuals/organizations, certified by the Commune Police and Commune People's Committee).
• Children with both parents alive but the parents do not directly care for or raise them and have no income or housing (certified by the Commune Police and Commune People's Committee).
• Ethnic minority children belonging to poor, near-poor, or newly escaped poor/near-poor households according to multidimensional poverty standards under Decree 351/2025/ND-CP dated December 30, 2025 of the Government within 05 years from recognition up to the time of application to the People's Public Security Cultural School (certified by the Commune People's Committee).
• Children already receiving monthly social protection allowances.
• Children not yet receiving monthly social protection allowances.
• Foreign children under cooperation programs between the Ministry of Public Security of Vietnam and other countries.

* Among these, target groups in "difficult circumstances" are determined based on belonging to poor or near-poor households under Decree No. 351/2025/ND-CP dated December 30, 2025 of the Government on national multidimensional poverty standards for 2026-2030, with certification from the Commune People's Committee.

2. Special Benefits

• 100% support for tuition fees, boarding, lodging expenses, and other policy regimes.

3. Admission Method (In Order of Priority)

1. Biological children of People's Public Security martyrs.
2. Biological children of People's Public Security disabled veterans.
3. Biological children of citizens who bravely sacrificed their lives while participating in crime prevention and security protection.
